2018 International Conference on “Regional Identities in the Baltic States and Korea’s ‘3+1’ Platform of Middle Power Diplomacy”
Together with the Korean Association of Slavic-Eurasian Studies (KASEUS) and the Center for Korean Studies at the University of Latvia, the Korea Foundation co-organized an international conference in Riga, Latvia on July 18 and 19, 2018. Designed to reinforce the foundation of South Korean diplomacy and enhance the status and role of South Korea as a middle power in the international community, the conference dealt with the theme of “Regional Identities in the Baltic States and Korea’s ‘3+1’ Platform of Middle Power Diplomacy.” The conference began with the opening ceremony on July 18. Korea Foundation President Lee Sihyung and KASEUS President Lee Sang Joon delivered opening remarks, followed by welcoming remarks by Ambassador Ilgvars Klava, Head of the Bilateral Relations Directorate, Ministry of Foreign Affairs of Latvia, and Vice-Rector Ina Druviete of the University of Latvia. Vice President Kim Hyun Taek of Hankuk University of Foreign Studies made a keynote speech on “Korea and Baltic Countries: Prospects of Public Diplomacy,” and Director Dainis Īvāns of the Latvian Popular Front Museum delivered an address on “The Way to Freedom – the Baltic Way.” Following the opening session, conference participants engaged in discussions to enhance understanding of the Baltic region based on research on the history, politics, international relations, economy, culture and language of the Baltic countries. Special sessions were organized to facilitate constructive dialogue between South Korea and the Baltic states under the topic of “South Korea’s Middle Power Diplomacy and Its Cooperation with Baltic Countries.” The participants formulated policy suggestions to strengthen cooperation between the two regions and increase the chances of market expansion. They also discussed the direction of South Korea’s middle power diplomacy toward the Baltic states. A roundtable discussion entitled “The Importance of the Baltic States in Middle Power Diplomacy and Public Diplomacy of Korea” was organized on the second day of the conference to exchange ideas on practical ways to promote cooperation between the two regions, and on the direction of South Korea’s public diplomacy.
